History of the Shipping Register of Ukraine

The Shipping Register of Ukraine is a national classification society that carries out technical supervision in the areas of maritime and inland navigation water transport and shipping and performs:
 – classification of sea-going ships, inland navigation ships, small craft and jet skis;
 – carries out, in accordance with the procedure established by law, technical supervision of sea ships, inland navigation ships, small craft and jet skis;
 – determination of areas and conditions for navigation of ships;
 – keeping records of ships subject to technical supervision, maintaining the Register Book of ships;
 – technical supervision of berthing facilities, operating water areas of berthing facilities, other hydrautechnical constructions of inland waterways and seaports, of depth survey work on sea and inland waterways, in seaport water areas;
 – in accordance with the procedure established by law, certification of ships, shipping companies, shore based facilities of sea and inland water transport;
 – coordination of draft design documents on shipbuilding, ship repair and technical operation of ships;
 – publication of instructions and information materials on the technical operation of ships, shore based facilities of maritime and inland water transport.
The tasks and functions of the Shipping Register of Ukraine are determined by the Regulation on the Register of Shipping of Ukraine, which is approved by the Resolution of the Cabinet of Ministers of Ukraine No. 814 dated 08.06.1998
The beginning of the activities of the authorized bodies of technical supervision and classification of Ukraine is considered to be 1931. These bodies repeatedly changed the organizational structure and subordination. After the declaration of independence of Ukraine in 1991, the classification activity in Ukraine was carried out by the State Fleet Inspection of Ukraine.    
Gaining independence put forward a number of problems for maritime specialists, which previously seemed to be solved by themselves. Changing the system of planning, agency, technical operation of the fleet, creating modern regulatory documentation, registering ships under the flag of Ukraine and supervising their technical condition – this is just a small list of tasks that faced the management of the maritime industry of the young state and needed to be addressed as a priority.

The essence of the idea was as follows: leaving the statutory and classification supervision of ships under the flag of Ukraine to the leading classification societies, it was proposed to create a classification society that, based on the results of their supervision, on behalf of the Government of Ukraine, would control its reliability.
In 1998, the Cabinet of Ministers of Ukraine adopted Decree No. 814 dated 06/08/1998 “On the improvement of technical, classification and shipping supervision in maritime and river transport”, which created a unified maritime and river national classification society of Ukraine), which provided a solid basis for formation of the Register and its further growth and development.

The following tasks were set as one of the main in the Regulations on the Register of Shipping of Ukraine,:
– classification of sea-going and river ships;
– development and approval of the Rules and technical requirements to ensure the fulfillment of the conditions for the safety of ships navigation, protection of life and health of passengers and ship crews, preservation of transported goods, environmental safety of ships;
– technical supervision over the implementation of the Rules and technical requirements by enterprises, organizations and design persons engaged in the construction and work on re-equipment, modernization, repair, operation of ships, ship machinery, devices and equipment, as well as the manufacture of materials and products for ships with the functions of coordinating design – technical documentation for this and coordination of draft standards, guidelines, specifications and other regulatory documents for shipbuilding, ship repair and technical operation of the fleet.
This was the beginning of work on expanding the scope of the Register of Ukraine, increasing the scope of work, improving the quality of services and the profitability of the enterprise
