Quality management system

The Shipping Register of Ukraine is a recognized organization fully complying with all applicable international requirements, in particular, the requirements of IMO resolutions, MEPC.237(65) and MSC.349(92) (RO CODE), international standards ISO 9001 and ISO/IEC 17020.

On 09/24/2021 the Shipping Register of Ukraine received a Certificate of Notification.

This certificate allows the certification body of the Shipping Register of Ukraine to conduct certification of management systems according to the scope of notification in the system SIC-GLOBAL.

In its activities, the Shipping Register of Ukraine strives for constant and more complete meeting customer requirements and continuous improvement of the effectiveness of its internal quality management system, which was developed and implemented in 2000 and is maintained and improved to this day, which is confirmed by the certificate of conformity of the quality management system of the Shipping Register of Ukraine, which is issued by a recognized certification body.

The relevance of the certificate, and accordingly the current quality management system of the Shipping Register of Ukraine, is regularly confirmed by annual technical supervision by the certification body.

In its activities, the Shipping Register of Ukraine aims at continuous improvement and raising of its organizational and qualification level, which are able to justify the expectations of customers regarding efficiency, competence, impartiality and compliance with ethical standards.

The main goal of the Shipping Register of Ukraine is the highest quality meeting the existing requirements anticipated by a customer and it implies constant improvement of the effectiveness of the quality management system. To achieve this degree the top management formulated and disseminated at all levels of the organization:

To achieve compliance with the needs of customers, legislative and regulatory requirements, or any additional requirements determined by the Shipping Register of Ukraine, continuous improvement of the quality of services at all levels, the organization has established and documented all the necessary regulatory procedures, according to the requirements of which effective planning, operation and control of all processes determined by the organization are carried out.

The concept of “quality improvement” is used in all spheres of activity and is within the scope of competence of every employee of the organization.

In connection with that in the Shipping Register of Ukraine:

  • continuous planning of activities (Register Work Plan) is carried out, by determining specific measures for the current period and annual monitoring of the achievement of planned measures while analyzing the quality management system of the RU, which is considered as an element of improvement and a mechanism for improving its activities;
  • not a single decision or action is taken that could in any way reduce the achieved level of quality or meeting customer’s requirements. For this:
    • risk assessment is conducted, which combines the probability and consequences of adverse events, which is expressed in the determination of internal and external risks that may arise during the provision of services and/or performance of works;
    • possibility of resource, information, insurance, organizational, personnel, technical, professional, operational, criminal, business and image risks, as well as risks related to the software and information complex, procurement, personnel and non-fulfillment of contractual obligations by the counterparty is foreseen, in order to prevent their occurrence and minimize their consequences;
    • measures to manage identified risks are planned, developed and implemented as part of the preventive action management process.
  • requirements for qualifications and practical experience of all employees of the organization are determined;
  • required level of personnel training is provided through training at various courses and seminars;
  • mutual relations between employees, based on sincerity, trust and the principles of joint resolution of emerging problems are established.

One of the main factors of the Shipping Register of Ukraine quality management system effectiveness is the determination of responsibilities by the management and authorities of the personnel, functioning of the Permanent Quality  Commission and work of the quality management department, the main areas of which are:

  • ensuring the development, implementation and maintenance of the quality management system of the Shipping Register of Ukraine in constant suitability and adequacy to the requirements of ISO 9001;
  • ensuring effective functioning of the Shipping Register of Ukraine quality management system;
  • ensuring the implementation and fulfillment of the quality management system requirements in the Shipping Register of Ukraine subdivisions;
  • organization of internal audits;
  • preparation for certification and inspection control of the Shipping Register of Ukraine quality management system;
  • collecting, analyzing and summarizing all materials related to the functioning of the quality management system;
  • control over the implementation of the Register’s Work Plan and measures planned to improve the quality management system;
  • provision of methodological assistance to subdivisions on issues of the implemented quality management system of the Shipping Register of Ukraine.
